Contracting and tenders

Stay on top of progress billing, job costs, and bonds

Bid files, progress billing (hakediş), letters of guarantee, and site costs no longer live in separate spreadsheets. For public tenders and private bids alike, hand off each job you win to a site project and turn progress billings into draft invoices in Sales.

Runs in your browser. In the cloud or on your own server, it's the same IWB.

01Document flow

Follow a won tender through to collection

Record the award for each lot and hand it off to the site project. The contract is set up separately in Contracts, where you prepare each period's progress billing. Approval locks in the deductions, and you then create the invoice as a draft in Sales. Once the invoice is issued, entering its collection in Finance closes the open item. You mark the progress billing as paid yourself.

02

Bid with a complete file

Know from the start who is preparing each document, and by when. Applying the preparation template adds 12 document lines and 13 preparation tasks, scheduled back from the bid deadline and forward from the notice and result dates. Upload company documents once, and IWB links them to every tender. If one has expired or won't be valid on bid day, its line shows a warning that can become a task.

  • The bid letter is due 3 days before the deadline, the bid bond 7 days, and the signature circular 15 days
  • Each person sees the documents assigned to them in their own work list
  • The bid bond letter is recorded in Finance

03

Turn a won tender into a site project in one step

Record the award for each lot with the contract value, exchange rate, performance bond rate and basis, and signing deadline. When you choose a target and hand off the award, IWB creates the new document and a handoff record together. If the target is a project, it opens with its own task list. The performance bond amount shows on the award line with its basis and rate.

  • If the bid is below the abnormally low bid threshold, the basis is the estimated cost and the rate can be set between 6% and 15%
  • For a signed contract, IWB suggests the stamp tax and prepares a draft journal entry
  • The client and subcontractors join the project as parties, each with a role

You choose where the award goes

When you hand off an award, IWB lists targets from the modules you have enabled: contract only, sales order, project, or production order.

04

Keep billing deductions and collections in view

Stop working out stamp tax and withholding by hand on every billing. In Contracts, IWB deducts stamp tax from the work completed in the period, plus income tax withholding on multi-year construction work (yıllara sari). Offsets for tax debts and debts to the Social Security Institution (SGK) are conditional deductions. Approval locks the deductions. You then create the invoice as a draft in Sales. Once it's issued, entering its collection in Finance closes the open item.

  • Advance recovery and retention are based on the gross amount, while stamp tax excludes advance recovery that was already stamped
  • The same period can't be billed twice
  • Warnings for approval due dates, payment due dates, and objection deadlines can become tasks

Price escalation isn't calculated

The price escalation basis is stored as text on the contract and isn't calculated in progress billings.

05

Get warned before a site budget runs over

The project shows what the site has spent and which orders are still waiting for an invoice. Purchase requisitions, orders, and invoices link to the project, as do expense voucher lines and approved time entries. Approved orders count as committed cost, invoices and hours as actual cost. The job site address and site contact are kept separate from the client's contact record, and both appear on the work order form you print from your browser. You can also add installers who aren't IWB users to the project.

  • Hourly cost comes from the monthly payroll cost you import; IWB doesn't run payroll
  • Counters warn you at the 11-hour daily cap and the 270-hour yearly overtime cap
  • You get a notification when a budget line reaches 80% and 100%

Stock materials not included

Materials issued from the warehouse to the site don't count toward project cost. The project scorecard shows this with a badge.

06

Don't lose track of guarantees or their release

The guarantee calendar shows which letters are due for release. You keep bid and performance bond letters in Finance, along with retention withheld from progress billings. When a billing is approved, its retention is posted to the collateral ledger. Release is tied to events, not expiry dates: the award announcement, contract signing, and provisional and final acceptance. Provisional acceptance triggers release of half the performance bond, and final acceptance the rest. Each opens a release task.

  • On termination, the termination type decides whether the guarantee is forfeited or released
  • Guarantee commissions and contingent outflows appear in your cash flow plan
  • You can also see how much of each bank's non-cash credit line is in use

No release before acceptance

A performance bond can't be released until an acceptance record is approved on the contract.

Frequently asked questions

Is there a separate edition of IWB for contractors?

No. Tender Tracking, Contracts, Projects, Finance, Purchasing, and Accounting are IWB modules, and contractors use them together. Public tenders under Turkey's Public Procurement Law (No. 4734) and private-sector invitations to bid use the same tender record.

Do we track letters of guarantee on the tender record?

No, the tender record has no guarantees tab. You track letters of guarantee in Finance, and expiry and release warnings show up in your task list. The guarantee calendar lists open guarantees with their release triggers, along with how much of each bank's non-cash credit line is in use.

Does IWB calculate price escalation in progress billings?

No. The price escalation basis is stored as text on the contract, and progress billings don't calculate it. On the tender side, the domestic producer price index (Yİ-ÜFE) only updates the amounts on work experience certificates, which prove a bidder's past projects.

How do we track tax on multi-year construction work?

Each progress billing on multi-year construction and repair work has 5% income tax withheld. At provisional or final acceptance, IWB suggests the revenue and withholding transfer and prepares a draft entry, but it doesn't record the accrual itself. Contract stamp tax works the same way, with a suggestion and a draft journal entry.

Who prepares and who approves a progress billing?

Preparing and approving progress billings are separate permissions, so you can give them to different people. An approved billing stays fixed, and corrections go through a new reversing billing. Contract actions don't use a multi-step approval flow, but on tenders you can route the bid decision, price approval, and award record through approval.
