Don't leave your tender file to the last minute

See which documents are missing, which deadlines are coming up, and the reasoning behind your bid decision, all in the tender's own file. Public tenders under Turkey's Law No. 4734 and private-sector requests for bids use the same tender record, and you hand off the work you win to a draft sales order or a project.

Runs in your browser. In the cloud or on your own server, it's the same IWB.

01

Measure your win rate even as your process changes

Track tenders with your own stage names and colors. Win rates and bid rates are calculated from 9 fixed stage categories, so they're measured the same way even when you change your stages. The tender profile sets which fields appear on the form and in the Excel template for public tenders and private-sector requests for bids.

  • Start with 16 built-in stages; canceled tenders don't skew your rates
  • Moving back a stage requires a reason, recorded in the transition log
  • View tenders as a list, a board, or a calendar

02

See missing documents before bid day

For each tender, see which documents are ready and which are missing, with an owner and a due date on each. Upload company documents such as your balance sheet or signature circular (the notarized list of who can sign for the company) only once. IWB links them to all your tenders automatically and shows a warning on the line when one expires. You start with 34 built-in document types. In the compliance matrix for the technical specifications, you record for each clause whether you comply, how, and any deviation.

Each document in its own phase

Every checklist item belongs to the bid, contract, or execution phase. A document you'll need at contract signing doesn't count as missing on bid day.

03

Get statutory tender dates right

IWB works out the deadlines for complaints and clarification requests, bid validity, the bid bond term, and the contract signing date. All 9 dates are counted from the bid deadline and the result date. Day counts come from the procurement method first, then the tender profile, and IWB's own default only if neither has one. You can change any date, and 11 alert types can turn into tasks.

  • Calculations follow your business-day settings
  • Enter the result date to add the standstill, complaint, and contract dates
  • Document, bond, and deadline alerts are separate types

04

Decide whether to bid, with reasons on record

At screening, the bid/no-bid committee, price approval, and final bid sign-off, each team member votes with a written reason: Bid, Undecided, or No bid. IWB includes 7 eligibility criteria for Articles 10, 11, and 58 of Law 4734. Your team marks them by hand, and IWB doesn't run debarment, tax, or Social Security Institution (SGK) checks.

Require sign-off on key steps

You can require tiered approval before a tender moves to preparation, bid submitted, or won.

05

Let IWB index your work experience amounts

IWB uses the Domestic Producer Price Index (Yİ-ÜFE) series, which comes with the product, and you add each new month's value. Your completion, management, and supervision certificates (the proof of past work that Turkish public tenders ask for) stay in your portfolio with their validity periods.

06

Turn won work into an order without retyping it

Record the award lot by lot and hand off the work to a draft sales order or a project. In a multi-lot tender, lots can go to different targets, and schedule lines linked to products can also go to a draft production order. If your bid is below the abnormally low threshold, the performance bond is calculated on the estimated cost, at a rate between 6% and 15%.

  • Only targets from your enabled modules are listed
  • The target document and the handoff trail are saved together
  • A handoff needs a contact record for the contracting authority

07Document flow

Every step stays in the tender's file

Review notices in the tender inbox, which you turn on in settings, or enter a tender directly. Its code, stage log, and calendar fill in automatically. Record the award for each lot, then hand the work off to a draft sales order or a project. If schedule lines are linked to products, you can also hand them off to a draft production order.

Let your team ask, and keep bid prices private

IWB AI finds upcoming bid deadlines, missing documents, and your win rate in your own records. It shows the estimated cost and bid price only to users with permission, and it doesn't write anything to the tender file.

What you can do with Tender Tracking

    • Notices from your mailbox

Turn it on in settings. Notice emails that arrive in a folder you choose show up as rows in the tender inbox.

    • Notice extraction

It's off by default. Turn it on, and AI suggests field values from the notice text, each with its source quote. No tender is created without your approval.

    • Preparation template

Apply it to add 12 checklist items and 13 preparation tasks, each due relative to the bid deadline.

    • Yearly thresholds and rates

Procurement thresholds, monetary limits, the Public Procurement Authority (KİK) fee, and stamp tax rates for 2026 come with IWB.

    • Competitors and partners

Record bidders, lead partners, other joint venture partners, and subcontractors with their bid amount, rank, and result.

    • Bid costs

Record the tender document fee, KİK fee, guarantee commission, notary, and translation costs. Mark the ones that are refundable.

    • Multi-lot tenders

Keep quantity, estimated cost, result, and rank separately for each lot. You can apply a checklist item to every lot at once.

    • Price confidentiality

Only users with permission see the estimated cost, your bid price, and competitors' amounts.

    10Compliance

Public tender time limits and rates come built in

The public tender profile comes with the time limits and rates of Law No. 4734, Turkey's Public Procurement Law. When IWB calculates a date, the procurement method's and the profile's day counts take priority over its own default. 2026 values come with IWB, and if a new year's values aren't added, IWB tells you that year isn't set up.

    • 4734 Art. 43For a bid below the abnormally low threshold, the performance bond is calculated on the estimated cost, at a rate of 6%-15%.
    • 4734 Art. 10, 11, 58IWB comes with 7 eligibility criteria, including debarment, tax debt, and SGK debt.
    • 4734 Art. 55Deadlines for document complaints, complaints to the authority, and appeals to KİK are calculated in the tender calendar.
    • YİUY Art. 49Work experience amounts are indexed with the Yİ-ÜFE series. If a month is missing from the series, the amount isn't calculated.
    • 2886Revenue-generating tenders use ascending bidding (artırma): the highest bid wins.
    • KİK appeal fee tiers, the KİK fee, and stamp tax rates are set separately for each year

    Frequently asked questions

Does it pull notices from EKAP automatically?

No. Tender Tracking isn't a notice service; it keeps the file for each tender you take part in. Notices come into the inbox (you turn it on in settings) from a folder in your own mailbox, or you enter them by hand. Nothing is pulled from EKAP, Turkey's Electronic Public Procurement Platform. Once you enter the tender registration number (İKN), you get an "Open in EKAP" link.

Can I prepare the bid schedule here?

Yes. Open a bid round on the tender, then enter items in the unit price schedule or import them from Excel. Enter a unit cost and unit price for each item, and the total cost, bid amount, and margin appear automatically. A multi-lot tender also shows lot totals. You get a warning if the bid amount falls below the price floor you set on the tender, above the ceiling, or below the abnormally low threshold or your cost. IWB doesn't calculate the threshold, and the warning doesn't stop you from saving. Marking a bid "Submitted" doesn't send it to the contracting authority. It records that the bid went in and locks the round, so any change takes a new round. A best and final offer (BAFO) round is available in profiles with multi-round bidding turned on, such as private-sector requests for bids. The bid letter is a draft; the official form is in the authority's tender documents. Price columns take a separate permission.

    Does it calculate price escalation?

No. IWB uses the Yİ-ÜFE series only to index work experience certificate amounts. The contract and progress billing for work you win are handled in Contracts.

Can everyone see the estimated cost?

No. Seeing the estimated cost, your bid price, and competitors' bid amounts takes a separate permission. Users without it don't see those fields at all, and IWB AI follows the same rule.

What happens when we win a tender?

For each lot you win, you record the contract value, currency, performance bond, and signing deadline. You then hand the lot off to a draft sales order or a project. Schedule lines linked to products can also go to a draft production order, and laboratory work can go to a sales quote. The handoff trail stays on the tender, and you open the contract and its progress billing in Contracts.
